I looks to be custom since the source code looks to be by the way its laid out. But take my word since it could be a common CMS just nulled and copyright removed.

It's Drupal that they are using. Had a look in a CSS file, and Drupal was defined as the main system.

I have only used drupal once in the whole time I have been using vBulletin and fixing scripts.

Yes can see drupal in the page source directly.
Can do the same site under wordpress too.
